DESCRIPTION;ENCODING=QUOTED-PRINTABLE:Todd Davies=2C Symbolic Systems Program=0D=0A=0D=0ATITLE=3A Web Access to Voting Records=3A Motivations and Issues=0D=0A=0D=0AABSTRACT=3A=0D=0A=0D=0AI will describe the thinking behind Who Voted=3F=2C a new website where voter histories that are legally available to the public can be uploaded and viewed by anyone with an Internet connection=2E The Who Voted site complements advocacy aimed at ensuring auditable paper ballots=2C addressing the aspect of secret ballot election integrity that relies on verification of the list of those who voted=2E It also aims to promote voting=2C by making the list of those who voted =28but not who they voted for=29 easier to see=2E The road to producing this site was long=2C and provoked criticism from some privacy advocates=2C which in turn affected the design of the site and what information it makes available=2E I will review the reasoning behind the site=2C and describe the issues it raises as well as how it addresses them=2E One issue is that voter histories for some but not all states can be posted legally on the Internet=2C but even those states where the information is public generally do not post it on the Web=2E I will discuss why this is so=2C and describe the case for Web access to voting records=2E =28Joint work with Jeffrey Gerard=2C Gordon Lyon=2C and Reid Chandler=29
