"Conflicts of Interest in Government: Can the NIH Run Its Own House?"

The National Institutes of Health (NIH) issued stringent new ethics regulations in February, prompting widespread dismay among NIH scientists. Professor Richard A. Epstein believes these new rules are an over-reaction to violations commited by a few scientists. Epstein is the James Parker Hall Distinguished Service Professor of Law and Director of the Law and Economics Program at the University of Chicago Law School. He is also the Peter and Kirstin Bedford Senior Fellow at the Hoover Institution. He thinks the new rules may cause hardship to numerous NIH employees and affect the NIH's ability to function. He will share his insight and recommendations in this public forum.
