Pacheco is an engineer with bachelor's and master's degrees in chemical and petroleum engineering from Stanford. Pacheco studied petrochemicals in graduate school at Oxford University. He is the author of "El Anillo Energético: Oportunidades Perdidas o por Perderse" (Fundación Milenio, Boletín Económico de Coyuntura, No. 3, Octubre, 2005) and "Gas and Geopolitics in the Southern Cone of Latin America" (Geopolitics of Energy (Canada), Volume 27, Number 6, June, 2005).
