Abstract:
This session discusses the “GCSIPTC,” a Hong Kong government-funded project looking into the legal and technical issues of setting up a platform for servicing and trading IC-related intellectual property (IP) in Hong Kong for the China market. China has become the world's largest IC market in 2005 (US$40B), but domestic suppliers only account for 5%. So, there are tremendous market and government drives to improve domestic supply capabilities. Proper IP reuse and trading seems to be the logical solution to address China domestic suppliers' needs for better SOC design success and successful production ramp. The GCSIPTC project with Phase I completion has established suitable guidelines and best practices for a desirable IP servicing and trading platform to be set up in Hong Kong taking advantage of its unique Common Law legal system.

Mr. Al Kwok
Professional Background: Mr. Al Kwok has been working in the semiconductor industry since 1979, with start-up experiences (at IDT, Quality Semiconductor Inc., Programmable Microelectronics Corp. and NetLogic Microsystems) covering product engineering and developments, technology developments and applications, operations, business developments and IP portfolio developments and licensing. Mr. Kwok has been leading major paradigm shifts in semiconductor business: from NMOS to CMOS (at IDT); IDM to fab-less design house and outsourcing (at QSI); market developments for emerging applications; and IP standardization, servicing and trading platform.
Community Services:
• Since 1995, Mr. Kwok has been a member of Chinese American Semiconductor Professional Association (CASPA), serving as its Board Director from 1997 to 2004 and its CFO from 1998 to 2004. He is the founding President of CASPA's Pearl River Delta (PRD) Chapter in 2002, facilitating networking and business developments between the PRD region and other CASPA membership territories.
• In July 2006, Mr. Kwok joined some friends to found Savantas Policy Institute in Hong Kong to facilitate Hong Kong's transition from a traditional economy into a knowledge-based one. Mr. Kwok is serving on its board of governors.
Mr. Kwok has a MSEE and a BSES from the University of Texas (Austin).
Dr. Larry Rosenberg
Larry Rosenberg is an independent consultant in the SoC (System on Chip) and EDA (Electronic Design Automation) areas. He has been the V.P. Engineering of the VSI Alliance, the industry association that creates standards for SIP reuse and integration into SoCs. He was part of a small team that conceived and created VSIA. He has also consulted for Cadence, The VCX and Motorola, among other clients. During the last three years, Dr. Rosenberg has been involved in the challenges facing the semiconductor/SIP business in China and has consulted for the HKUST on their project to create a safer SIP Trading environment for China; and for the CSIA (China SIA) to help expedite this project in Mainland China. Prior to becoming an independent consultant, Dr. Rosenberg was Director, Technology Partnerships at Cadence where he conceived, helped create and was responsible for Technology Partnerships with Toshiba, ST Micro, Mitsubishi, National Semi and LM Ericsson, among others. Dr. Rosenberg originally joined SDA (which merged with ECAD creating Cadence) as the Group Director of R&D. Prior to his 6 years at Cadence/SDA, Dr. Rosenberg spent 15 years at the RCA Solid State Technology Center rising to Director of Design Automation and CAD Operations. He has a Ph.D. in Electron Device Physics, Department of Electrical Engineering from Princeton University. He received his B.S.E.E. Summa Cum Laude from the Polytechnic Institute of New York.
