Abstract: Jesse will talk about his work at the California Aqueduct Subsidence Program (CASP), a State Water Project (SWP) initiative focused on addressing the impacts of land subsidence on the California Aqueduct. Under his leadership, CASP has expanded significantly since its launch in 2019 with a current annual budget of more than $30M. CASP is undertaking efforts such as subsidence research, collaboration with groundwater sustainability agencies, deployment of monitoring networks, implementation of near-term capacity restoration projects, and long-term rehabilitation planning. The program also works closely to communicate with partners to secure additional funding for this critical work. CASP seeks to sustain the reliability of water deliveries to the 21 million downstream Californians who depend on the SWP, ensuring that the challenges posed by unchecked subsidence are proactively and effectively addressed. 

Bio: Jesse Dillon, P.E., is a licensed professional engineer with over 25 years of experience in planning, design, and project management. For the past 14 years, he has served in various leadership roles at the California Department of Water Resources (DWR). His contributions include leading the design and construction team for the Oroville Spillways Recovery Project, playing a key role in shaping the preferred alternative for the Delta Conveyance Project, and serving as a technical advisor to the State Water Project Deputy Director. In 2023, Jesse became the Program Manager for the California Aqueduct Subsidence Program (CASP).
