As wildfires and hurricanes intensify, insurance markets face mounting challenges in affordability and availability. Policymakers are under pressure to reduce risk, limit financial strain, and foster a stable economy.
Stanford researchers and insurance experts discussed how states at high hurricane risk – North Carolina, Texas, Florida, Louisiana, and Hawaii – have responded with state-chartered insurance solutions for hurricane-force winds known as “wind pools.” They examined research on different financing strategies and programs implemented by each wind pool and highlight how these critical takeaways are relevant to policymakers in Western states confronting growing wildfire risk.
